They were just clowns, freaks at a circus to be laughed at. There wasn't an industrial grooming process targeting young girls and boys, and giving sexual predator adults (mostly, but not all, men) a method to corrupting the youth further and raping.

The sickness was already there, the malicious seeds not yet fully grown, though. Even in the 80's.

Japan was bombarded with horrifying propaganda just as Germany and Italy were, just like the "victors" were, across all stations of society after WW2.

If, against all odds (spiritually, they were strong, but one can not prevail on only righteousness alone. even the crusader, the preacher, needed a weapon, an army, the ear of a king, supply trains, etc, after all) the Axis powers had won, "Dirty Pair" would not exist. 99% of anime would not exist.

That would be fine. We'd be living in a better world and not have to cope with cartoons while under the boot of jewish tyranny.
