Okay, so you get what I mean: it's not shoveling things into the spambox, it's literally silently discarding mail, so you don't even have a way to know unless someone else figures it out and tells you.

Let's say this happens several times a day, and they don't tell you in advance, "I'm here to waste time on drama" so there's no way to know who has questions about how the site works and who is trying to provoke you or waste your time. You might start smashing the red button more often and more carelessly so that talking to your friends is not interrupted so often.

So far, it seems to me that the worst thing he could possibly do is block your instance. If being instance-blocked actually caused a problem, then I'd have had one thousand, three hundred and ninety-nine problems.
If you have anything concrete, feel free. I don't think he can do anything that I cannot do (or any other random person on fedi, for that matter), meaning the potential impact of him turning evil is the same as anyone else, and having known him for a long time, I haven't even picked up a hint of malice from the guy, meaning the likelihood of him turning evil is much lower than I'd assume for most people. If anything, I have excessively triggered public blockbots just to make a point (the point being "Don't add an amplification attack vector to your own instance"), so I'm probably a bigger asshole than he is. He's a friend and I don't foresee problems and if there are problems, I don't think the problems would be worse than from any other friend suddenly turning evil.

Everyone has the capability of doing so, with the tools they can access. However its that restraint that is key. Many times he's failed on this front.

Most annoying for sure but the worst, which actually pissed me off, was when he threaten someone to not talk to me and threaten them that he will block them if they continue to do so. That's just pathetic no matter who it is.

See, that's the thing: I have seen him instance-block people for manufacturing drama, and I've seen him do it in cases where I would not have done it, but I have not seen a real disproportionate response. I see people bundle "knee-jerk instance-block" in with "called the NCMEC on the guy that uploaded CP" and they try to draw a line between the two things.

Every case I have seen was, like the ACCollective journo, reasonable: he asks me to help him pull shit out of the log files because someone tried uploading CP, people swatted his mom, tried to get him arrested, and they conveniently leave facts like that out of the complaint. If there was a case where he did this sort of thing without extraordinary provocation, all of those "graf is the worst!!!" people would be complaining about that.
Now, I'm aware that there are people that will *claim* that they've been unjustly persecuted. I've seen it: someone shows up to harass randbot (who is a complete dipshit) by signing up for a throwaway FSE account and using it to create one post that contained three images, all of which contained his five-year-old son. I get questions about that ban and Eris shows up and replies to me with "I can't believe you banned him for posting these images!" and attaches some the images so of course I drop him and I don't know who Eris is so I send Crunk a DM telling him that I blocked that account and asking if that sort of thing is permitted there, so that I know whether to leave the account instance-blocked or not. (Crunk, of course, completely ignores the DM, because everyone's out to get KF and just saying "Yeah, we allow that" or "No, we do not, I'll tell him to stop" creates an unacceptable risk: when KF is in trouble everyone needs to band together because freedom of speech is under assault by bathtub HRT vendors, but really simple requests like "Hey, I need to know if I should handle this kind of thing on my end or if you will be handling it on yours" are ignored. But that's a digression; graf's been much more trustworthy and even when we disagree, he says what he thinks rather than ghosting.) Then, for years afterwards, I watch Eris say "I HAVE BEEN STIFLED AND OPPRESSED FOR LITERALLY NO REASON", I watched him threaten to lynch people, threaten to burn Claire's house down in a post where he included her home address, etc. I've seen the same pattern from a lot of other people, I've seen the same people make claims that graf has dropped them for "literally no reason".
Every time I killed an account from FSE's side, I had a good reason, and as far as Poast goes, every incident I have seen has had a reasonable justification. It's not always the same thing I would do in the same situation, but the response has never been disproportionate or unreasonable in even one of the incidents that I have seen, a lot of which I participated in.
