If you were to measure the economy, or a system by how effectively it can leverage its real resources, like you measure the diff between wheel horsepower and crank horsepower, I’d be you’d find us at 40% for most places and most things. Every interaction, story, and tidbit I glean paints a military picture just as bad in the service, so I don’t really care too much about what kind of power the US navy is supposed to make at the crank. I care about how much reaches the tarmac.
Naval history has all kinds of “wait, how’d they fuck that up they should have won? How in the hell? Are they retarded?“ moments, and our military seems to have dedicated itself to staffing every critical position with as many weighted dice rolls as it can.
