The absolutely repeated message of Warhammer 40K, when it comes to the Imperium of Man, is survival.
We must embrace absolute fascist, militaristic, societal unity, if we are to survive as a species in the galaxy of 40K.
Any amount of compromise would appear to be a chink in the armor of what should otherwise appear to not just aliens, but the imperium itself, as impenetrable. Thus any dissent must be stamped out with ruthlessness and zero tolerance, because the alternative is fragmentation and ultimately extinction as a weakened, split humanity.
Fascism isn't only employed by the right, of course (see communism), but Warhammer 40K's Imperium of Man is absolutely not left.
They enforce strict hierarchies, because there simply isn't enough for everybody. There must always be a well-equipped, well-supplied military force to repel the mutant, the xenos, the heratic.
If the military didn't get the first pick of resources, there would be no society. No civilization. So the choice is between living in squalor on the street, be a worker with +12 hour daily shifts, or serve as cannon fodder in the regular Imperial Guard, or death. You either deal with it or die, because no alternatives can be allowed to exist. Everybody must give their all, but not everybody gets equally in return for their labour.
In short, fascism is the natural order, as it's the only way we'd survive.
In the grim dark future of the 41st millenium, there is only war.
