If you buy a pre-built machine or a laptop and it comes with Windows and a little license sticker, sure. If you build one or you buy a refurb, no. (FSE's server had Windows on it when it arrived at my house, it tried to boot Windows. The horror.) If you get an x220 from Amazon and it comes with Windows 10 preinstalled, you almost certainly did not get a legit copy of Windows. (If there's a WHQL sticker, you have indirectly paid a tax but that's stretching it: you did not buy a Windows license.)
Obviously, just in case the BSA notices this thread, the Server 2k3 image that I boot in qemu once a year to play Civ2 is actually a fully licensed and legit copy of Windows Server 2003 and I bought it at the store. I was only joking a couple of weeks ago when I said "pirating MSDOS 5 took less time than loading most web pages" and I have never pirated software.
