theyre not catching him. what i presume happened is he stole a card on transit for citibike rode it somewhere without any cameras changed into a new set of clothes inside his bookbag ran further away and got an uber at a place with high activity likely with another stolen card. if they catch him it wont be him and will be someone else to take the fall. theres no way they can have a story like this without catching the perp though so expect it
