Nearest I can think is you can order your follows and followers by recent activity if you go to Preferences > Follows & Followers when logged in on the website interface.

The Local on your server isn't very local because your server is far too large.
If you move to a different server, especially a themed server, you'll get a more local feel on the Local feed.
Yeah, you can opt into Mastodon full text search without opting into search engine indexing by Google etc. They're two separate options.
Are they nice and calm?
It depends on which server you're on, but most Mastodon servers have a limit of 500 characters.
Some servers have much higher amounts though:

If your timeline is too empty, try using these methods to find interesting accounts to follow:
If you're following so many people that you keep missing posts by certain accounts, use the notification bell:

That's adding another account on that server, because it asks you to obey the rules of the server and it prompts you to log in with an account from that server.
The feature I'm talking about is purely for browsing local timelines rather than adding accounts.
It won't trigger notifications if you remove the mention, even if it's in a thread they started.
