The policy would be completely compatible by the Second Amendment: the current Supreme Court majority will enthusiastically protect property rights, such as the right to refuse to sell.
This would only be a start, of course, since we would have to outlaw gun imports, create a punitive tax on ammo, and then do something to address the oversupply of guns already in private hands. But it would, as the linked article suggests, create some breathing space.
