By technology you mean the human ability or propensity to create tools rather than the tools themselves? I did assume you meant actual tools, although not necessarily material. I'll say that assembly lines, legislatures, and software are technology as well as material objects. If what you meant is something more abstract than that we're indeed talking about something different and I don't understand what you mean.

I agree completely! Another way in which tech is political is that it's shaped by available resources, the extraction of which is extremely political. For instance without coercion a reliable supply of e.g. cobalt may be impossible to obtain, so without coercion cobalt-requiring devices may play a very different role in the technosphere.
