Unfortunately, what needs to happen is that lower class neighborhoods (and often rich neighborhoods) need schools to educate how to live in harmony with society (balance an account, save for a down payment, forgiveness of others, mutual respect for others, the US Constitution, the Declaration of Independence, etc.). Once they assimilate, they'll be welcomed. It could take decades to make a difference, but today is always a good day to start trying.
