  Online Identity verification in the US should be a function of the USPS. The USPS should store cryptographic (public) keys for citizens the same way they do passports. They should also offer both an API and offline data publications. These keypairs can be used by citizens to voluntarily associate their real identity with an online account (via cryptographic signing). I'm still at a loss as to why this wasn't done years ago.
