I don't think he ever turned 11 to begin with.
Although he does look (and also behave) more mature in X & Y, and looks and behave as a little kid in Sun & Moon.
I absolutely hated his Sun & Moon design, it led me to skip that entire generation.
Although I heard quite a few good things happened, like Team Rocket finally winning for once.
