EFIC is not a program. It's a law from the 90's that allows soyentists to experiment on certain terminal or comatose patients without consent of them, their family, or any other legal representative:

That being said, soyentists, doctors, and nurses probably and truly are administering ketamine and fentanyl to trauma patients, probably to act as another kind of addictive pain killer like morphine and other opioids.
