I believe this is using their beloved Civil Rights loophole to the First Amendment. So this mainly affects college protesters, students, etc. moreso than internet anons, though of course this is only a small step towards what they want. It's important to highlight how the only people who both support criminalizing "antisemitism" and defining it this absurdly broadly are Jewish special interest groups, and how they can effortlessly get vast congressional supermajorities to clap for them like seals.
