They could hire people and build models legally with non-stolen content. They would have, of course, the obvious moral benefits, but naturally they don't care about morals. What they do care about is legally created models have no chance of becoming lawsuits later and, what's more, they can be created with model tuning in mind, so be more efficient and effective with more accuracy.
