I have played out the technical challenges over and over and there is no angle that works. You need a centralized authority for large regions to organize allocation of bandwidth and transmission strength. -

He's not wrong so long as you're talking about interoperability. The "Libertarian" solution to RF looks like tall fences and limited internal use otherwise. -
