I've noticed that Israeli license plates on cars mostly come with a black plastic border, not all of them, just most of them.

I don't know how egregious or if it even happens in the US & Europe but do dealerships put ads (e.g. This car was bought at so & so, call 1800-*******) on this plastic borders like they do with ours?
