   I’m not sure if I’ve ever actually seen a deer in headlights but I can only imagine it looks the way I do when faced with bureaucracy.

     @aral Me either, but I've seen a *cow* in my headlights, and it was remarkably chill.

     I, on the other hand, nearly wet myself while discovering the stopping distance of a mid-'80s hatchback from an inadvisable speed.

     This doesn't help at all with the bureacracy, but hopefully now you're smiling at the mental image.
