On the one hand I wouldn't want to take away someone's freedom to make a living how they see fit, but when it is exploitative (which is likely more often the case) then I think it's a problem. I don't know if "man in charge" is the line you would want to draw though. It is possible for a person to offer protection for vulnerable people without exploiting them.
If the laws allowed these kinds of businesses to offer the same kind of legal protection to their workers and customers as other businesses there might be a lot less exploitation. I'm not an advocate of prostitution, but I don't think criminalizing it helps to prevent it. -

I don't think there is any real solution to this problem. If you make it legal, that will normalise it even more. It's been hard enough to get support from the police for young girls/teens who have been exploited in this way. Imagine how much worse it gets if it is legal and how it will be seen that they are asking to be raped because they keep going back even though these men know where they live and threaten them or their family. Ideally if it were legal there would be framework in place to prevent exploitation, and a system in place for people to lodge complaints if/when they feel they or someone they know is being exploited (and protection for victims). We haven't solved child labor in the US, but we do have a framework that seems at least to reduce it. If a business is forced to exist on a black market, those protections don't work as well.
The idea that police aren't quick to do their jobs when it counts isn't exclusive to this issue either. I think that could at least in part (not necessarily in the case of prostitution) be due to the sheer quantity of laws they are expected to uphold.
