Yes and no. It's certainly important as a lynchpin but due to several factors it's more of a rhetorical point used to rationalize what they already want post-hoc. If it wasn't that, they'd use something else- if people want something enough, they'll find a way to justify it. It just so happens that the holocaust is (was?)
