     In this idiot's mind, both scripts indicate that Lucoa needs to cover up. That's what "the scene works and gets the same point across" means. What ISN'T being told by him is that he is intentionally omitting the extremely obvious contemporary politics being shoved in, because the original script is only about her skin exposure turning heads; there is nothing about a male-dominated governmental body.
