     It might be an experiment where some billionaires waged a bet. The plan is to see how long it will take for them to devolve back to apes. Not sure how long it took to evolve to bipedal, but they are entertained at reducing humans to a beastly status. Giving the animals special rules as they slither thru the streets. A game of hunting and tortureing them as in the movie Hostel. Mocking their illiteratacy as they try to calculate their escape from hunters and their dogs.
