     @akatsukilevi i have no idea. there is some plurality of judges in the USA who keep ruling the state has no duty to uphold its responsibilities.
     
     - there is no duty for police to protect
     - there is no duty for police to minimize casualties
     - there is no duty for the power service to provide power
