a parts broker from the US tells me after i've paid that the processors i ordered can't be shipped to germany because they are "ECCN 5A002.A.1". don't they just have to declare it as non-dual-use?

You can probably claim for EAR §740.17(a), which allows the export of crypto components for pure internal R&D use by "private-sector end users" in most Western countries (Supplement No. 3), and the export status is "no classification request, registration or reporting required"
