     The source of the problem is import/export. To legally do so for an item you have to declare its value. The $3000 value for a... Video game raised red flags so they inspected it. "This game from 2 decades ago can't be this valuable" so they assumed it was a scam or a smuggle, so they opened it.
     
     Ironically the game itself didn't lose value, just the packaging.
