     So probably have difficulty walking but not outright can't walk

     @coolboymew @cjd could be that can't walk outside for too long (i.e. in cold) or it's just too inconvenient to walk longer distances (have to use a crutch). Dunno how's public transport situation is in canada but it too can be inconvenient during rush hours for disabled people.
