I've also noticed that people are using Google Docs in place of wikis as well, like these people can't even host a wiki on Fandom (which is already a bad choice in its own right).

Those usually don't require accounts to use so users don't have to jump through hoops just to be a part of your community.

Tor hidden services, I2P, Usenet, forums that require login in order to view, other chat protocols. There are a bunch of other options.Also if the ROM hack in question is a patch, then it falls under fair use.
