There are rumors to that effect, yes. Maybe some alphabet goons sat him down and made him an offer he can't refuse, or maybe he just wants to sell before everything collapses. Hard to say, but he seems to be setting the stage for his exit.

As for the link policy, all I know right now is Twitter Support deleted their post with the rules explanation, but have made zero followups to clarify whether its still in effect or not. Meanwhile, attempting to post Masto links (and even a few select Pleroma links) results in the same "harmful content" message preventing submission.
