Imagine you and your buddies want to kill a bunch of children in a hospital. You gotta make up an excuse for it. You say that the hospital has a bunch of bad guys in it. Then you go in, kill all the sick children, and handcuff the oldest ones while claiming they're militants.
If you're not providing pictures, you don't even have to do the last step.
