@Awoo How combat works: Whenever an NPC attacks, the GM rolls a number of dice equal to its power (avg 100). Any die that touches your character = kill.

Then also comes the question of what you play as. Do you play as a custom character or one of the girls.

If playing as the Girls a card based game would probably work better. There is already a Touhou Card Game but it for 4+ players which makes it hard for smaller groups to play.

May I interest you in Wargamer? I am currently developing it. It is more generic western fantasy but it should be dead simple to reskin; it's already geared as independent, compatible sets so you can just add more sets. (I am planning for there to be exactly 10 sets, I am ok with someone else doing more as long as there is some clear marker indicating that it's seperate setting; they would still be perfectly playable with each other, probably.)

A 2-player system for a card game would be ideal. Would like to stay away from a Rock Paper Scissors format. Hmm maybe even a tile/hex board for more indepth game play.

Could be based upon the style of the latest game. 1v1 with AI enemies. Both players work against AI decks and build up a resource to attack the other player. Using that format it would be quite easy to write up rules for a single player mode. Could also be expanded upon to allow more than 2 players.

Gameplay could be that can discard "action" cards as a form of a graze mechanic. Making players choose a balance between offensive actions to gather resources and keeping cards to stay alive. Of course there will be things like Bombs that clear your board. Tile positioning will also be vital. With smart movement you won't have to rely on grazing to stay alive.
The mechanic from the latest game of having a shield that gets replenished when you pull off big attacks could also work well.

Biggest hurdle would be trying to keep it thematic. Touhou is fast paced and hectic so the system will have to try and capture that. So something would need to be in place to keep turns fast and allow quick responses to what is happening.

I run a boardmachine instance at rusty.botegirl.parts.
(The canonical source is at boardmachine.harpy.faith - I loaned the guy a domain 'cause he deserves it.)
It's a webshit but it's actually a virtual tabletop, unlike TTS.

Could use something like Tabletop Simulator to help visual things during the development stage as well as play testing.

Having the "AI" respond to every action the player takes would help increase the value of taking an action. Have it so the player can choose to play a card or move on the board, then the AI does its thing. Rinse and repeat for each player.
While I am normally not a fan of this style of play because the player can get easily overwhelm by the enemy, it would make sense giving the source material and the player would have things like Bombs to help elevate situations where they are overwhelmed.

@Awoo *WS' thing is that it's different series battling against each other. So I think it'd be suitable as a base.

@Awoo Well, it's sort-of a wargame, but it's actually inspired by D&D. Turns are interlaced rather than being bulk.
There are effectively three actions available to you at any given moment, but there should be a reasonably large decision space to ponder over.
I'll dig out the current copy of the rules in a bit.

@Awoo Yomi as in 読み, the Japanese word for reading the mind of the opponent.
(A game by Sirlin, where each character's deck is actually a 54-card playing deck, though with substantal amounts of additional information on each card.)

@Awoo The basic three (four) actions in Yomi are attack, block/dodge and throw. These have a simple cycle about them, but:
1) characters have states (like knocked down) that affect the actions you can take, their properties and their matchups
2) the deck is mostly attacks
3) almost every card has two actions (top and bottom)
4) it's mostly about hand advantage

@Mamako @Awoo I'm not familar with that, but I'm guessing it's like the dogfighting gamebook. Each action has a page, first you turn to the page the other player tells you, then turn to the page of your action?

@Awoo Note: I have never actually enjoyed playing Yomi. However, the last time I played Yomi was before I played Fantasy Strike, and having played a lot of Fantasy Strike and then thought about Yomi, I think I will enjoy it now that I can actually understand what it's depicting (a fighting game) properly.

I don't think the rules are complete, I've probably missed out something. Also the appendix was written against the old rulebook, so it may not match up properly anymore. I need to go over it once I'm happy with the new rulebook.
