     @Tjunta @jeremiah @olmitch This is a deliberate tactic because it's a perverse incentive. Although the successful areas will do both by building a new school and rehabbing the old one. Things like "asbestos concerns" make the costs for refurbishment 10x higher than they ought to be. Like just wear a respirator and vacuum it out; people act like looking at asbestos is a death sentence despite most non smokers never having issues with it.

     @jeremiah @olmitch Don't forget this tactic:
     1) Claim school building in town is outdated and needs repairs
     2) Hire a firm to estimate costs for repairs and another to build new, both firms being owned by the same people
     3) claim that it's actually less expensive to buy new property and build sticks up outside of town
     4) now you qualify for govt grants, subsidies and get kickbacks from construction firm

     @thatguyoverthere @Tjunta @jeremiah @olmitch I don't think it's a great idea to breathe it in, mind you, but the biggest concern is not getting it out of your lungs. If you're not smoking or have otherwise damaged cilia already, you'll probably be fine. Maybe not, I'm not a doctor.
