It's a cropped version of a wallpaper for (one of the) PSP games for the anime "Ore no Imouto ga Konna ni Kawaii Wake ga Nai", or "My Little Sister Can't Be This Cute", aka Oreimo.

@xorowl can you acquire a copy of Wheel of Fortune (either the most recent one or the original pre-update release) and look into the Ubisoft club option on the menu? And see if an anime girl is shown on any pages. I can't get it to load on an emulator, but that is my #1 theory for where this image is used

the game IS made with Unity, which famously is really good at ingesting resources and then hiding the fact that they're in the system somewhere because they're not referenced anywhere anymore. So it's entirely possible this was a test image for something that's not actually used anymore

actually the Wheel of Fortune (2010, Wii) one is my primary focus, but I took a quick look at the Switch one to see if there was any low-hanging fruit and almost immediately got slapped in the face by incest anime, so I had to write about it
@xorowl I don't think that's possible anymore. I was thinking it might show the image before you sign up

@xorowl I used UABE or AssetStudio, I can't recall which. And I wasn't able to figure out what (if anything) references it, because the tools don't properly expose that info for this version.
@foone how did you get as far as finding the image?
Is there any way to find reference to the file in the code?
@foone I really feel like the explanation is as simple as "a dev needed to test image ingestion and this was the most recent image in their downloads folder".
