It's ultimately up to each server's owner(s)/admin(s) to decide on policy as they are the ones who pay for its upkeep.

If a server's policies don't suit you, the options are to find a server with policies that do suit you or start a server of your own.

But even in that situation, if an account breaks another server's policies the other server may choose to block the account.
