One thing I hear when talking with HR/recruiter ladies about technical roles that have been open for months is always "Oh, I'll see if the hiring manager is interested". I know at that point I will never hear back from them.

Do you know why the position is open then? They can't be waiting for some unqualified dot injun or mexican showing up, can they?

I'm a little surprised by not finding work as an electrician. You got laid off once, do you really need to learn some entire new trade/profession three times?
