     @lanodan @Hyolobrika i guess they would argue that creating an agency that just happens to do what congress may not do directly isn't "enacting a law."

     @lanodan @Hyolobrika although i guess you could be a counter asshole and say that since you cannot enact any laws that abridge speech, then creating the FBI itself was illegal (because if it can be interpreted as having abridged speech then the creation itself was never valid.)
