They may look like solar panels, but they're never called that as far as I know, and canonically the station is powered by fusion reactors. Why would you build solar panels that big if you have fusion reactor(s)?

Being radiators would sort of make sense because of how they were attached to the fusion reactor at the rear of the station, although it might be weird that they're kind of pulled forward away from the reactor - maybe in universe that was done to minimize radiation dissipation.
