     @Frondeur I saw a clip earlier where Biden explained he tried to divert funds that were appropriated for the border wall, but there was no legal way he could do it. I suspect this is in reference to the same thing.

     @Zerglingman @Frondeur depends whether it's in his domain of control or not. And taking that control is probably too politically risky compared to just letting it happen.
