If they didn't treat it as airborne then "they got lucky" is the answer.
@arstechnica I'm from Kerala and this is the second time this happens. First time it was before the COVID outbreak and we contained it very soon. Even the doctors were smart enough to recognise it soon so that they took the precautions early. Now again this happened they are still at their best to contain it. Anyway it also depends upon the people who get infected. There were cases where people do not stay in quarantine and mingle with others. Anyway it's almost over.
