/e/ comes with its own cloud services, supports a different set of phones than lineage and sells preinstalled refurbished phones. New Fairphones are available with /e/ preinstalled.
Probably all secure variants of Android are based on Lineage.
Every(*) OS available for Android hardware is based on AOSP: Gandroid (Google), Harmony (Huawei), Fire (Amazon), Lineage (the only free one). You could start from scratch (AOSP), but that would require years of development.
(*) AsteroidOS is not based on Android/AOSP but only made for Smartwatches (WearOS or Android type).
