  Update, it's a known issue. Mesa and Chromium are doing things the other doesn't like with GPU shader caching.

    Problem After a recent update to the Mesa graphics library, many users have reported that Chromium-based browsers (Chrome, Chromium, Opera, Vivaldi, Edge, etc, and, perhaps, also Electron-based webapps) fail to render webpages correctly and produce garbled results.   1. UI is white with few elements visible. Close, minimise, etc. can't be seen. Text rendering is also non-existent.
