     So they got hit by heavy rain, and now they're stuck surrounded by mud.
     Regular vehicles can't go in or out.
     
     People were told to conserve food, and then someone started posting "unconfirmed reports of cannibalism" which as you pointed out is now 98% certain to be true.
     
     On a side note, the festival is held in Black Rock city.
     That's a funny coincidence.

     Emergency vehicles are going in and out, which is strange, does no one have a 4 wheel drive?
     
     Also there's rumors of Ebola?
     This could be a quarantine, with the rain and mud just being an excuse.
