   Pretty sure PyPI throttles Russian IPs, never seen more than ~120 kB/s when fetching packages directly. Wrapped it into proxychains and got much more acceptable 12 MB/s.

     @mint not sure about pypi but github sure does throttle git clones in my IP range, it becomes as slow as 30kb/s sometimes.

     PyPI blacklisted my IP lol
     Probably a troon messing with it.
