If each eye represents a state government, and they take up 2 eyes, that leaves 12 other states that they partner with to share information. America is on that list so them being part of the program doesn't keep your information out of the hands of America

They are intended to limit information sharing between companies afaict but really they just make it easier for smaller organizations or individuals to fuck up and get into legal trouble.
