tipping isn't customary in Scandinavia. but would you tip if a meal with a soft drink cost $30, and a draft beer routinely cost $12? waiters have little incentive to suck up to you. the "tip" is already included in their paycheques.

Also the cost of food at restaurants drives the bill up which then makes it harder for someone to afford the typical tip percentages.
I wouldn't say "underpay" in all honesty. They are allowed to pay less than "minimum wage" because tips are supposed to fill in the gap, but if a person is unable to reach minimum wage with tips, they can get into trouble. I've known people who made really good money with tips (usually female), and they may or may not have reported all of that income to the state which means they had the ability to keep more of their money than a person who's entire wage is coming from their employer who will deduct the tax from your check automatically. I imagine if a tip comes from a credit card instead of cash the tax is accounted for, but you didn't used to be able to pay tips on the card.
I do think the culture of tipping is waning here so people today may not be able to make as much money as they once could, but I've had several friends that could make 150+ a night in tips alone in the earlier part of this century. -
