I love how these days, this message sometimes just means "You must log in to this network before you can access unencrypted HTTP websites" - but since most of the web is now HTTPS encrypted, many things just work without me logging in at all.
Whoever implemented these captive portals decided not to muck with encrypted traffic.
They deserve a cookie!
