     Allegedly they do it in order to make a barrier for the wild fire by using more fire to burn a border around the fire so it can't cross that point since there's no more shit for it to burn.

     they've been doing this here in portugal for years,
     with eyewitnesses reporting light aircraft tossing black objects with parachutes,
     that get stuck to trees and light on fire at the exact same distances from eachother next to the road, and strange residual tubes with fabric.
     
     back in 2017 national TV actually had the balls to do a report on it called Cartel Do Fogo.
