In the 19th century, the U.K. raised the age of consent from 12 to 16, where it is today, IIRC.
The reason for this was prostitution. A lot of people like to bash the Victorians for being prudish and falling on fainting couches at the sight of an ankle, but they did a lot of positive good.
At the end of the Victoria age, the AVERAGE age of a prostitute was 17, which was at least above the age of consent.
At the beginning of the Victorian age the AVERAGE age of a prostitute was 11. With prostitution not being statutorially illegal at the time, a 12 year old could be a legal whore, IIRC.
If you've ever seen the anime adaptation of "Emma, a Victorian Romance", there is a flashback scene where an underaged Emma is kidnapped from the countryside and was being sold to a brothel which catered to rich elites* who preferred prepubescent girls (and remember back then, when nutrition was limited, most girls didn't get their first period until their mid-teens).
There was even an infamous muckracking news story where an undercover reporter was able to buy a 13 year old for... only £5. The reporter was told to knock her out with chloroform so she wouldn't resist while he cuddled her. It was this case that finally cause Parliament to raise the age of consent to 16.
Two main reasons were probably the illegality (or at least social unacceptability) of divorce, and the social requirement of parental consent for marriage in most cases. These two combined prevented "predation" by older men on young girls, at least in theory, as the father of the girl would usually only approve of marriage with a decent man and a man only interested in little girls would have to accept he'd be stuck with her for life if he married her.
In the U.S., rights and your age tend to be quite mixed.
In the Common Law, you were not a full adult with full adult rights and responsibilities until you were 21, which is why people under 21 can be prohibited from drinking and smoking.
It's 18 to vote only because of a Constitutional Amendment.
Lower ages for being able to consent to different things was common. Age of consent in the Common Law was 12 (which falls into the typical old European laws which set it between 9 and 12). One could swear an oath in a legally binding way at, IIRC, 10, and so on, with the only hard cut-off being under 7 (again, IIRC).
tl;dr In the U.S. it's all a mismatch of nearly a millennium of Common Law precedents.
