However, the language of the bill also includes the creation of a "neutral" government body that oversees refugee acceptance.

@Remi @Wolffkran yeah that's one problem they aren't as suspicious , they don't see NGOs and such as particularly hostile.
As dumb as a western boomercon can be, they see right through a lot of NGOs, they'll say "that's Soros, that nazi" they'll probably be wrong on both counts but their suspicion is there.
Japan by contrast has a lot of faith in these groups, look how many anime have the freaking UN as the basis for whatever mecha army the protag is part of.
