     @cel its run by a japanese company, and it's meant for japanese artists. english speaking pedophiles use it because most pedo-friemdly communities are invite-only to prevent cp, and if you don't get invited to a better instance or you're the kind of person who is there for cp, pawoo is where you'd go
     
     the administration doesn't seem to have enough manpower to sufficiently stop the current attack, so who knows what will happen at this point
