     Women cannot expose their breast in public with the exception of breast feeding. It's called public indecency here. Not only that we are not used to it culturally so most women would be uncomfortable doing it. One place where it is socially acceptable is in New Orleans on Mardi Gras, but only in the bar district at night, obviously not around kids.
     
     With that being said, there are plenty of bikini competitions are drunken college spring break parties.

     Every culture is different. Wait until you hear about our stupid tipping culture here. Restaurants in the 80s ran a national ad campaign convincing Americans to tip 15%-20% at sit down restaurants, so in turn they could pass laws saying that states only had to pay waitstaff like $3 an hour because they make tips. And they don't share these tips with the cooks, who make less money but do most of the hard work.

     Yeah because they know Europe is relaxed and they want to do that. But if I asked the average woman I know here if they would be comfortable going topless at a public beach, alot of them would say no.
